It depends on which type of access you're referring to, as Jira Cloud has several permission levels.
Product access – determines whether you can access Jira at all.
Project role (Administrator, Member, Viewer) – determines your role within a specific project.
Project permissions – control what you can actually do (browse issues, create, edit, transition, administer the project).
Site or Organization administration – determines whether you can administer the Jira site or the entire Atlassian organization.
If you're trying to determine whether you have project administrator access, open the project and go to Project settings. If you can access the project settings, you're likely a Project Administrator.
If you're trying to determine whether you're a Site Admin or Organization Admin, you can check by visiting admin.atlassian.com. If you have access, you'll see the administration options for your site or organization.
