Hello @jude Dorcent
Welcome to the community.
We are going to need more information before we can offer you any guidance.
First confirm if you are using Jira Cloud or Jira Server/Data Center.
You have tagged this post that you are using Jira Cloud. If you are using Jira Cloud, you will always be using the latest version. If the URL you are accessing is something like https://<something>.atlassian.net/ then you are using Jira Cloud.
If you are using Jira Server/Data Center you will see Jira version information in the footer of many of the pages.
Are you an Administrator for this Jira Instance? There are many functions, like adding a status, that are only available to Jira Administrators for the instance.
What steps exactly are you executing to try to access the function, specifically adding a status? We can't really address other missing items without specifics.
Providing screen images will also be very helpful to us in trying to help you.
note: if you happen to be sitting next to your buddy who has their own instance of Jira Cloud, things might be slightly different. This is simply because Atlassian is constantly rolling out new updates to its many thousands of cloud instances. So there can be differences between any two instances at any point in time. Your instance could be a bit behind on some new features. Too, some administrators may opt into early beta software while others do not.

If you are not the administrator of the Jira instance then you need to reach out to the people who are the administrators for the instance. Contact your manager, or the person who directed you to access the instance, or the person who helped you get a login for the instance.
