I'm getting caught up on GreenHopper after an initial evaluation over a year ago. I'd like to know if GreenHopper or JIRA can drive a dashboard that shows percentage of stories in a Sprint in each state.

There is a gadget that will show you at least part of that information. Add the Greenhopper Project Progress widget to your JIRA dashboard and you'll get a visual (red/yellow/green) indicator on % in each status (as you defined the statuses).
