In our organization, we use Jira Data Center and prefer not to grant Jira Administrator access to certain users due to the presence of sensitive projects they shouldn’t access. However, we still want to give them administrative control over their own projects—allowing them to perform actions similar to those of a Jira Administrator, but limited to their specific projects, such as modifying issue types, updating workflows, adding post functions and validators, and switching project schemes. Is there a way to achieve this?

Short answer: no. Unfortunately not. In Jira DC a lot of the configuration is managed centrally, which does require Jira Admin permissions.
Adding a nuance, though: to some extent, you can allow project administrators to manage their workflow to some extent. You can do so if you implement a simplified workflow - the link I added has more details about its benefits and limitations.
