Granting Admin Privileges fails

Admin has granted Admin Privileges to a user, but the user sees "You need permission.  Request access from your administrator.".  This is even less permission than that user had before, when he was a "Trusted User".  Before he could invite Guest Users.  

Can reverse the effect by returning user to "Trusted User".

There are different levels of permissions in JIRA, Like Project Permissions and Global Permissions.

That been said, it is not clear what kind of actions the user is performing which is returning the Error "You need permission.  Request access from your administrator". Could you please let us know the steps the user is taken to display this error?

If the problem happens when trying to invite the user, I believe the problem is that the option "the Users can invite others" is not flagged on your instance and the mentioned user is not a site-admin:

If this is not the problem, please provide us a screenshot displaying the steps the user is performing so we can provide you the correct Permissions that are lacking for him.
