I would like to be able to manage how much maximum time each project will have, and can split this time between each sprint, not letting developers release more hours than allowed

Time tracking is per issue - so you could certainly export the data and track how many hours have been used, but not at a project or sprint level.

For that you'd need to consider a more powerful time-tracking tool. You could check out something like Tempo and see if it fulfils your needs?
