Giving an LDAP user temporary Admin access to the suite.

We have a 10 user license, and those users sign-into our JIRA instance using an Active Directory domain controller. We have an AD group called "atlassian_users".  One of these 10 users, we would like to make him a project admin, but also a backend admin to the entire suite.  We can make him a project admin just fine via project settings, but he is unable to do things like make changes to his JIRA dashboard, and he can't add new workflow functionality. And other things not available to a project admin, but things needing the maximum suite Administration backend permissions.

 

It seems we can't make any LDAP users a jira-administrator nor an Administrator group member.  Can we make a second AD group for this purpose? or will we run into problems with 10 user max licensing?

 

Is making a local user with Admin permissions the only solution to this problem?  Can a user exist in 2 AD groups, one being user the other admin?

 

What is the solution to making one of my LDAP members an Administrator of the Atlassian suite?
