Hello I connected github to the account however I don't see the development panel. I wonder if it's a limitation of the free Jira account?

Could you please check this article : https://support.atlassian.com/jira/kb/development-panel-not-showing-in-some-jira-cloud-projects/ and see if the field is added to issue layout if your Jira project ?

thank you I don't have the option "issues" or "layout"

To be able to do this You must either be a Jira or project admin to configure the layout of the work item

You can check this document : https://support.atlassian.com/jira-cloud-administration/docs/configure-issue-layout/ to understand how to see if the development panel is added to your issue layout 

 

View the development panel for a GitHub integration

If you’ve integrated GitHub with Jira but you can’t see the Development panel in Jira work items, you might need to update the layout of the work item.

  1. Next to your project’s name in the sidebar, select More actions (•••), then Project settings.

    1. If you’re in a company-managed project, select Work item layout, then select Edit work item layout.

    2. If you’re in a team-managed project, select Work types.

  2. In the section titled Hide when empty, check for the Development field.

  3. Move the Development field from Hide when empty into the section titled Context fields.
