Getting license error in Jira Automation

When running a Jira Automation to create an Epic on a schedule, The Audit log returns the following message

Create issue

Error creating issue

You will not be able to create new issues until you renew your license, please contact your Jira administrators.

However not all the time, some scheduled events are successful?

This is on a Data Center development server running under the associated Developer license. Version of the Jira application is 9.12.9

Is the dev Jira DC in a multi-node cluster? If so, this sometimes happens when the nodes 'disagree' about the license state, and there can be a number of factors related to that, but it is often due to the system clocks on the nodes being slightly out of sync.
