In support of cross team visibility I need the ability to view issues being worked that are on different teams' boards. The issues are related to a common business unit initiative however are being delivered by different teams. By having this view I am able to make decisions and frame challenges related to the activities of both teams.

Are you asking for suggestion on how to accomplish this? There are many options.
You could use a project like Jira Align to build up data on initiatives and the related Jira issues.
You could add Labels to every issue to identify the Initiative to which it relates.
You could add a custom field to the issues to track an Initiative identifier.
The last two you could do without any additional products but
1. You would have to ensure the issues were all getting updated as required.
2. You would have to have permission to browse all the projects that contain the issues.
