Freeze JIRA tickets for editing on last working day of the month

Hi, 
I want a automation using script runner in our project.
I want to freeze all the JIRA issues in my project for editing, commenting or any of the changes on last working day of the month at 4 PM.

One more thing it should be accessible for any of the changes only to the admin of the project anytime. Apart from this, this will be frozen for all other groups.

It would be grateful if you assist us on this.

The only way to do this would be to make changes to the issues, forcing them into a "frozen" status, with all the complexity of then moving them back, or botching the permission scheme, flipping the update flags on and off (which could affect many projects).

This is a very very complex and risky thing to do to your system, and should really be a human process thing - your users should know not to update things.
