Form creation in Jira

I want everyone in my team can able to create form and submit it. but it showing" Only users with “Issue Create” permissions can submit this form. Your project is not currently set up to enable “Any logged in user”, which may prevent other users from submitting the form". But for us Form need to be created by everyone but stories only by authorized people. Please guide me in this
