Forge UI Kit jira:issuePanel "null is not an object (evaluating 'T.current.useState')" on unmodified

Using the default forge create → Jira → UI Kit → jira-issue-panel template
with zero code changes. After forge deploy and forge install the panel shows:

"Something went wrong: null is not an object (evaluating 'T.current.useState')"

Error comes from Atlassian's CDN-served main.js, not my code.

Tried: @Forge/react 11.12.0 and 11.13.1, React 18.2.0 pinned
Node: 24.14.0
Jira: Cloud free tier
App ID: 1f6dbaa6-0688-467c-a20a-1fa1a4f4aced

Is this a known bug? Is there a working version combination?
