A user was newly added to the JIRA system. You can see that he is active on the system. But you could not find him on the "Add People" picker list. His name just would not appear on the picker list of the project to add people. What could be the reason for this to happen?

If this is in relation does the user has the user permission in Jira in adminstration?
Just adding a user to a space, will not mean the user is granted a license
It seemed that whether the user has a license or not is not straight forward on JIRA system. There seemed not a place for license checks. Only under the users page you see the product assigned to the user, and the user is said to be active. It is not obvious whether that means the user has a license or not. But I believe it indicates that the user has a license. The user showed on users management page with all information looked right. But the user just would show up on the "Add people" list on the project/space access control page. I actually found not that the reason I would not see the user in project space, was that the user was using Kanji for his name, I was searching him using alphabets as I was told and couldn't find him (strangely, on the user management page, it worked. I can find him using his alphabets name even his name is in Kanji. The system seemed not quite consistent here.). When I changed to use his email, I could see him. It also seemed that the system could not display his name in Kanji in project space (only). I scanned all users in my project and I could not see his Kanji name or Alphabet name being display. He just was not shown on the user list in project space maybe because the Kanji issue. Now I need to know how to change his name from Kanji to Alphabets.

The tags on your post indicate you are using a Free subscription. Are you really using a Free subscription, or are you on a Trial of a Standard or Premium subscription?
I ask because in Free subscription the Add People button is disabled.
It would be available, though, if you are on a free Trial of a Standard or Premium subscription.
