For Marketplace Jira apps, what user number is used?

I am looking to install a 3rd party app called Great Gadgets for the Atlassian Marketplace. 
I see it states that:
Marketplace apps are billed based on the number of users in your Atlassian apps. Marketplace apps for Jira Cloud are priced based on the maximum users of the Jira app on your instance. For example, if you have Jira Software (50 users) and Jira Service Management (10 agents) on the same instance, you pay the 50-user price for apps.

But which user count are they using. In this case it makes a huge difference in yearly price if they use "Total Users" vs "Active Users"

Hi @Ed Maschler,

Welcome to Atlassian Community!

The number is based on your Jira license, so if you have a license for 100, the app would be billed for those 100 licenses as well. If you also have JSM, the app will be based on the highest number of licenses. Example: you have 100 Jira licenses and 200 JSM licenses, in this case you would be billed for 200.

Hi @Ed Maschler ,

I recommend you to check numbers in your billing.

To check your billing, click the cog icon at the top of the page and select Billing. You'll be redirected to the Billing preview page in your administration panel.

From there, you can see how many users are billed for Jira and for Jira Service Management (Service Collection). The marketplace app will be billed based on whichever of those two numbers is higher.

This is Danut from the Great Gadgets team. Welcome to the Atlassian Community!

Great Gadgets follows the standard Atlassian Marketplace licensing model. The billing part, as well as subscriptions, payments, trials, etc are all managed by Atlassian via the Marketplace platform, not by the app itself, or us as the app vendor.

For Jira Cloud, Marketplace apps are licensed based on the user tier of your Jira subscription. For example, if your Jira Cloud site is licensed for 50 users, then the Great Gadgets app will also be licensed for the 50-user tier.

This licensing model applies to Marketplace apps in general, not just Great Gadgets.
