For Jira Software, if a permission is not defined, what access is required for that permission?

In a permission scheme, a specific permission is not defined, what role is granted that permission?

All permissions are listed, but may not have roles/users/groups assigned. If nothing is assigned no one has permission. For instance I don't give anyone delete permission so the permission list is blank, but it is listed.

My permission scheme does not have all of the permissions listed, so I presume that means the ones not listed do not give anyone permission.
