Fisheye plugin for JIRA cloud or latest jira server is not available. how can i use my Fisheye now?

Hello,
As jiara cloud and jira latest server is not supporting Fisheye server then how can use my Fisheye now and is there any alternative for Jira commit acceptance plugin for jira cloud except svn hooks?

You can connect a Fisheye server instance to your JIRA Cloud, using an Application Link.

In relation to an alternative for Jira commit acceptance plugin, I would recommend you to search, from inside your instance, for a add-on. There are some options for you.
