Filtering by text values in a custom dropdown field not working with new values

We have a custom field dropdown which we are currently using to filter on in certain contexts. The query looks something like this

`project=INC AND team='payment'`

This seems to work well for our purposes, however, when we add a new option into this dropdown it no longer works. Our initial thought is the new items in the dropdown are not re-indexed, but on looking I saw that the re-indexing feature is no longer available in Next Gen projects.

Is there a reason new items added to a custom field type aren't recognized?
