I am trying to create a filter that would remove all the issues that were resolved (closed) before a specific date while still being able to see ones that are assigned, closed, draft, on hold and pending. How would I remove all that were closed before a specific date?

You should use

Project = "Project Name" AND resolution = Completed AND resolutionDate <= "2018/12/07" AND resolutionDate >= "2018/12/01"

It may or may not work for you. Let me know if it helps.

To delete them you will need to have admin privledges and use "Tools" in the upper-left of the "Issue Navigator" and select "Bulk" and follow this bulk change document

I do not need to delete or change multiples. I need to track all the Project issues after a certain date regardless of status. So I need to filter out all that were resolved before the date while still including the ones that are not resolved.
