Filter subscription that goes to unlicensed JIRA users

I have a need to keep members of a JIRA project updated and was going to use a subscription for a custom jira group to accomplish that.

The catch is that not all the users are active (as in licensed) - they exist in JIRA but don't have access to JIRA (they don't need it - just need to be informed).

Previously I thought that it could be done in Jira, but in the Cloud version, Jira seems to ignore users who are not licensed Jira users.

Any suggestions?

Hi Jonathan,

Only customers can receive notifications without having a license, but the notifications that they receive is only related to the ticket that they open or if they are a participant on a ticket.
What type of notification that would you like them to receive? Do you have an example of an update that would you like them to receive?
