Have made filter accessible to whole org and set up my subscription to go out every monday with the results of filter but no report gets sent to my org.

Are the recipients licensed users of your Jira instance?
Do the recipients have access to see the issues directly in Jira?
Do the recipients receive any other notifications from your Jira system?
Yes they are licensed users. Not all users have access to all boards that we have set up. General notifications for changes to issues do seem to get flagged to them as do @ mentions in comments.

If the user does not have access to the projects from which the filter results are retrieved, then they will not receive data from those projects in the subscription output.
There is a flag on subscriptions to indicate if they should be sent anyway when there are no results.
Are users that do have access to the projects in the filter results receiving the subscription output? Have you set up a personal subscription for yourself to ensure you receive the output?
How exactly did you set up the subscription to be delivered to your "org"? A subscription can be set up to email to a user group - did you select a user group to receive the subscription? Does that group directly contain the users, or does it only contain other user groups?
Have you confirmed that the emails are not going to the recipients junk email folders?

I had not set-up a personal subscription for the same filter (report) and assumed that as I was not seeing it, no-one else was getting it either. There was a problem with my assumption!!! My staff are getting the report after all so all is good!!
