- just tried another account, same issue there

- several files (videos, pdf) pdf file upload e. g. worked after compressing below 10 MB
to me this looks like the cfg value is not really changed on a low level. is there any cfg file, which can be edited? or a way to enforce config application?

What did you change the Attachment Size Limit to?
What is the the size fo the file you are trying to upload?
What is the error message you are getting?

- Version is 8.6.1 # 806001
- New Limit is 104857600 (100 MB)
- seems like files greater than 10 MB (default limit) don't work
- " ... was not uploaded ... internal error occurred ..."

Are you then still able to upload files that are 10 MB or smaller?
Have you asked other users to try uploading larger files? Does every user encounter the same problem?
Have you tried uploading larger files to a different issue?
What type of file are you trying to upload? Have you tried uploading larger files of another type?

I found this post mentions other places outside of the Jira UI where you might need to change the upload size limit.
