Fields - Original Estimate and target dates to be made mandatory

Hello all,

I would like to make the fields - Original Estimate, target start and target end mandatory fields for all issues in Jira, since my team keeps missing this information. 

I tried but could not find original estimate field in the "Field configuration" tab and target start and target end are locked. Please see screenshots on these below.

Start and end dates are locked to prevent us mis-configuring them.  They should not be made mandatory because they are intended for your team to plan with.  The user raising them is not expected to know what the dates are because they're asking for an action, and usually are not part of the team who will be planning.

There's a similar argument for the original estimate.  Most people asking for action will not be able to estimate how long it might take your team.  So there's no point forcing them to put an estimate in.

Original estimate does not really exist as a field itself, which is why you do not see it on the field list in the field configuration.  It is a part of the field called "time tracking", which shows you "original estimate", "work logged" and "remaining estimate" as separate fields in the searches.

But you can make "Time tracking" mandatory if you want - that will force people to enter an "original estimate" when they create issues (or edit or transition old issues without an estimate)
