Field has been modified Validator

Using Jira Data Center 9.4.1 with JSU 2.40.0.  I was hoping to use the Field has been modified Validator but I am not finding it available.  Is that validator only available for Jira Cloud?

That field validator does not appear to be available through the JSU plugin. It looks like it may be an OOB valdiator for Jira cloud. In the Cloud instance where I found it I don't have JSU installed.
