I sent an invite to a user for my Jira instance, but since their organization’s Jira uses Okta SSO, it isn’t allowing them to log in. Is there any work around for this

Exactly where in the login process is the user encountering a failure? And what is the exact message that they get?
If they have an account managed by their employer and that employer requires Okta SSO for logging in with a company-provided email to Atlassian Cloud, that should not affect the user's ability to access your Jira instance. The login is to Atlassian Cloud, not to a specific Jira Cloud instance. Once logged in to Atlassian Cloud, the user should see all the Sites to which they have access in the navigator.

Disclaimer: I am not an expert in Okta configurations.
It appears that the user's employer is restricting which employees can access Atlassian Cloud products by requiring Okta authentication and then setting Atlassian Cloud application access through Okta.
It seems like if you want the person to access your Jira instance with the email account/identiry that is managed by the user's employer then you will need to work with that employer to ask them to enable Atlassian Cloud/Jira access through their Okta interface.
If this access is needed for them to perform their job duties for their employer then it would seem likely the employer will agree to make the necessary change.
Otherwise the user will need to be granted access to your instance through some other email/identity.

I think the user needs Jira app assigned in OKTA SSO

the user selected the Accept invite link from the invite email and it took the login directly to the users SSO , after successfull authentication its failing with "user is not assigned to this app"
