Better PDF Exporter for Jira (which is the new name of JIRA PDF View Plugin) absolutely display images, either when being inline in a field like Description or Environment or when just being a simple attachment.

Another way that would give you more control over formatting and included content is to use Intelligent Reports. It can export the issues into a word template that you design in Word itself, and you can use the point and click interface to choose which JIRA data goes where in the document.
