Exporting Jira Software Project Templates Only from Jira Server to Import to Jira Cloud

I plan to export a project template from our Jira Server instance and then import it into our Jira Cloud instance. Is it possible to do without exporting and importing everything else in our Jira Server database?

It's possible to migrate a single project from Server to Cloud using our migration tool. 

You can find the details on the feature request below:

• Provide support for "Single Project" migration from Jira Server to Cloud
• Use the Jira Cloud Migration Assistant to migrate from server to cloud 

When it comes to templates, it's not possible to create custom templates in Cloud or Server. There are feature requests suggesting the implementation of such ability:

• Create a Custom Project Template - Cloud
• Create a Custom Project Template - Server
