I have a project setup in Jira Server. I want to export the project and import it to the Jira cloud instance. I found this plugin.
But it is only available for the Jira server. It is not available for Jira Cloud.
Is there any way or plugin through which I could import the project into Cloud from Jira Server?

Could not get your question. My Jira Server is hosted on Docker and Jira cloud is on atlassian.com. I think both are independant

The reason I'm asking is there may be a possibility to run a Cloud migration via JCMA, only select users related to projects, no app data and select only that specific project to migrate to cloud.

I don't have many users added to the project. All the users are available on the Jira Cloud

So, it is possible via the Jira Cloud Migration Assistant (JCMA). Only thing is that your project key cannot yet exist in Jira Cloud and that custom fields with the same name may be created as duplicate. The same goes for other configurations.
