We want to archive unused projects in Jira cloud. Is there a method to export and import individual projects? From what I've read in the community you can't officially export. I see can I can export to XML and Excel, but the records seem limited.

Thank you for your question.
I can confirm that Jira Cloud does not contain any functionality to export or archive just a single project including all of its configuration and issue data out of the box.
In order to export the configuration and data for a single project then you will either need to use the Project Configurator or Configuration Manager for Jira plugin as these plugins will provide the functionality that you require.
However, these plugins are only available on Jira Server so this means that you will need to restore a copy of your Cloud instance into a Jira Server instance before your could you use one these plugins to generate an export of just a single project.
I can also confirm that if you are interested in using Project Configurator that the Getting Started guide located inside of the documentation here will provide a good guide and some demo videos to show how the plugin could be used to achieve your requirements.

You can export issue to a csv file. If you want to export more than 1000 issues then follow this guide:
