I am looking forward to taking the Jira Essentials exam in the coming months and I am wondering if there are any in-person testing sites located in the the Atlanta, Georgia area.

Your best bet is to go through the test booking process (you don't have to commit/buy yet) through Atlassian Certification site
That should get you the most up-to-date list of testing centers in your area.

As @Chris Rogers mentioned on the Test Portal you will be able to locate the closest testing center to your place or you can take it from your place.
