Error when Running Jira

When It try to start Jira a window appears and then dissapears no apparent error but when i tried to go the the website i got an error "err_connection_refused" already tried to check what's missing but not sure If i forget to run or add, first time trying jira and not sure how everything goes.

Where do you get this err_connection_refused?  Logs or on screen?  Either way, could you give us the full error (in most cases it's going to be a lot longer than that one phrase).

If that is the full error, then you have a problem with your proxy that needs fixing.
