Error: "You cannot create issues in the project" on Jia cloud

Hi everyone,

Having issue with a user not being able to create issue in a project. The project is  jira company-space software managed.

So it is used my multiple teams, and there are various boards in this project.

Things i have done:

- I have added the user as a developer as developer has permission to create issues.
- I asked another user if they are able to create issues with issue and yes the other user could create an issue. when he clicks the create button, he doesnt get the error and he is able to select the project name.
- I also gave myself  permission as a developer in the project settings just to test 

but i get the same error.

Hi @Adebayo Banjo  and welcome to the community.

Go to space Space settings and Permissions and use the permission helper (button in the upper right corner)

Add the users name and a random work item key in the project. For permisson choose "Create work items"

You will get a result page showing what needs to be changed for the user to be able to create issues in the project.

You might also check if the user has a identity as a Jira Servicedesk Customer (the have a grayed out avatar) in that case it might be that you have given the permissions to the wrong identity.

Thank you for your insight and it actually worked, the first solution you mentioned.
And i also have a better understanding of the problem, now I feel dumb.
so even though i added developer to the permission role, i forgot to add the user to the developer group,

Please show us the Permission scheme. The other users that were ablet to create, where in a different role than Developers?

Hi @Adebayo Banjo 

Is the Developer role granted the permission "Browse"?

This is the essential permission that needs to be granted, otherwise the project can't be seen or accessed at all.

I just granted it but the problem remains.

but ieven before granting it, the other user was about to see the project when he clicked on create at the top of the page . mthe image attached is what he is able to do.Screenshot 2025-10-22 160914.png

so even though i added developer to the permission role, i forgot to add the user to the developer group,

it is now solved
