This error usually occurs after a more specific error. Can you check your application logs and let us know the full set of errors?
To verify, what is your Jira version and is this a fresh install?

As Nic and I mentioned earlier, there should be other errors before the OSGI error. Could you please review your full logs and let us know what you find? We'll need the full string, including any caused by details.
