Error connecting to the database: Could not create connection to database server. Attempted reconnect 3 times. Giving up.

JIRA is not allowing me to connect to Bugzilla it stops me with the error - Error connecting to the database: Could not create connection to database server. Attempted reconnect 3 times. Giving up.

I followed the procedure given in this link. -

Can anyone please help.

Either it can't reach the Bugzilla database server, or you've given it bad credentials. You'll need to check and fix those.
