We use Labels as the primary way for "slicing and dicing" our issues. Previously I would create a custom filter for each label we use. Then if I selected more than one label from the Quick Filters list, it would apply the AND operator - an issue needed to have both labels to be displayed on the board. But the Enhanced Pre-made filter for labels seems to work the opposite way by applying an OR operator. If I select two labels, any issue that has either of the labels is displayed on the board.
Is there any way to configure the pre-made label filter to apply the AND operator like the Quick Filters list does? Then I can get rid of the Quick Filters altogether.

It is not currently possible to change the pre-built filters to use AND instead of OR.
I did not find a change request for that in Atlassian's public backlog.
I recommend you open a support case directly with Atlassian to find out if such a change request already exists, and ask for one to be opened if it does not. And it would be great if you share the change request issue key with us.
