End User Creating Jira Ticket from Microsoft Teams

Hi Community,
We are testing whether the End User who doesn't have Atlassian account is able to create Jira Ticket from Microsoft Teams or not. While performing this we are prompted a screen where the user needs permission to access Jira Cloud.
Can you please guide us on this to proceed.
