Enabling WYSIWYG Editing when creating Stories and Tasks

We are currently using the cloud instance of JIRA, and the "Description" field will switch between the WYSIWYG editor and the Text editor depending on which screen you click the story or task from.

When adding them initially, you always get the text editor. When editing through a Board, you always get the WYSIWYG editor. Is it possible to enable the WYSIWYG editor on all screens? Documentation from the server version indicates there are tabs at the bottom of the field that will let you switch between them, but I do not see this in any of the screens in the cloud verison:
