I have a user who is a contractor with us that is now in charge of one of my engineering projects. She is trying to use our old Scrum board and enable this settings menu:
However, I am not sure if those options are available and I can't find a setting to enable it or an article that describes it.
Ideally, she just wants to filter out done issues (she has been using the Backlog vs the Board). Would the best course be to suggest using the board and the cards? Since they show the done tasks? I just recently became the admin of our Jira so I am unsure of the limitations of the software at the moment.

Your first image is for a board for a Company Managed project. Your second image is for a board for a Team Managed project. These boards and their projects do not offer identical functionality. These boards will not show the same options under the ... button.
For Company Managed project boards you can modify the filter that collects the issues to display on the board. You can't do that for Team Managed project boards.
For Team Managed project boards, issues that have been completed, with a Resolution Date that is 14 days or more in the past, will automatically be cleared from the board.

There is not a single button "conversion" process for changing a Team Managed project to a Company Managed project.
Team Managed projects do some things inherently differently, like how they keep track of the child issues of Epics, how their customizations are managed, and how their permissions are managed. And the board that is automatically created for a Team Managed projects takes those differences into consideration and functions differently than a board created for a Company Managed project.
If you need to be able to manage the issues in the project the same way you would in a Company Managed project, then you will have to create a new Company Managed project and move the issues to that project and create a new board for it. This page will provide guidance and warnings about that process:
You could manually create a board that references a saved filter that pulls issues from the Team Managed project, however there would be some oddities to how that board operates. For instance, because Team Managed projects track children of Epics differently, the functionality you see in a manually created board for filtering the display for children issues of Epics would not work. There could be other issues with how the board works, since the intention/design of Jira expects you to use the automatically created board for the Team Managed project.
