Enabling Marketplace on Jira

Hello, I am having issues enabling the marketplace on my Jira server.  It does not go through a proxy and can ping the URLs stated in the setup guide. The error I am getting is The Atlassian Marketplace server is not reachable.

I have a BitBucket server that can see the "Apps" section with no issues. I assume this is similar.
