Enable or Disable mandatory tempo timesheets work attributes

I am using Jira Software and I also have Script Runner and Tempo Timesheets. I would like to make it so that the two work attributes that are mandatory by default, are made "not mandatory" only for certain jira users who are logging hours on projects. Can this be done with a behavior?
