Embed issue collector on the same jira instance

We need a way to embed an issue collector on the same jira instance for users who don't have access to that instance, so that they can raise an access request.

Generally the snippet generated is for an external website but is there a way to use the issue collector on the same jira (on login page)?

But is there a way to restrict it to just the login screen?

With announcement banner the issue collector will still be operational from within the jira. The use case is to use issue collector to raise access requests for users who are not able to log in

The announcement banner can have JavaScript as well. So I think it should be possible with some JavaScripting.
