I have a question regarding the relationship between user status and email notifications in Jira Cloud.
We are currently testing the following scenario:
In this situation, we have observed that email notifications based on the notification scheme (e.g. issue deletion notifications) are still sent to the user.
I would like to confirm the correct behavior from a specification perspective.
Questions:
Since this impacts our notification design, we would like to understand the expected behavior based on official specifications.
If there are any official documents or known behaviors regarding this, I would greatly appreciate your guidance.

In Jira Cloud, users in “invited” status can still receive notifications as long as they are added to projects/groups and have a valid email address, even if they haven’t completed account activation yet.
In contrast, deactivated users do not receive notifications, as they are fully disabled in the system.
I couldn't find exact documentation breaking this down by status, but Atlassian generally treats “invited” users as provisioned accounts pending activation, so they are still included in notification schemes. Atlassian Guard typically doesn’t change this behavior.

An Invited user is already a user on the site from Atlassian’s point of view. In Atlassian Administration, the Users page includes users in Active, Invited, and Suspended status, and that page specifically lists users who have been invited to the site. Jira then sends notification emails based on the notification scheme recipient rules and the user’s own notification settings. I do not see Atlassian documenting Invited as a status that is excluded from scheme emails. So if that invited user is already in the relevant group or project role, I would not be surprised that they still receive notifications.
For Deactivated users, I would treat that differently. Atlassian says a deactivated account loses access to Atlassian account services immediately, which fits with the usual expectation that those users stop receiving normal product notifications.

when an user is invited, he is added to the system. So he is able to receive all the notifications. The only difference is he doesn't visited the system already. When he does, his account become Active.
Deactivated users don't receive notifications.
Domain verification doesn't impact this behaviour.

Additionally, we have recently enabled Atlassian Guard and configured domain verification.
Could this have any impact on the behavior described above?
