Does a test email work (under admin -> mail servers)? What do your log files say? What happens if you undo the change you made to title?

Thanks a lot for the response. I'm using the default pop mail server configuring settings under mail servers, I tried to test the connection but it requires a password :(

Problem was with the project notification settings http://confluence.atlassian.com/display/JIRA/Creating+a+Notification+Scheme I was using the wrong scheme for the active project and got confused with the general configuration changes. Sorry for the trouble.....
