Hi Farhaad,
I had similar problem with Batching emails. Are you try Disable Batching email notifications? The problem was that the database was running out of space and Jira couldn't generate an email message ID to send. It might help you restart Jira.

Hi Pavel, Disabling Batching emails wasn't helpful :(
