Currently if I assign an JIRA issue to me the previous assignee receives an email as well. Is there any possibility to put this off? As this brings a lot of spamming.

We were a bit spammed too with the notifications schemes and templates, so we created our own template mechanism, which is programatic (we only send emails in very specific conditions).

You can send emails to specific user, group, arbitrary users, or even mail adresses which are not in your Jira. You can notify by email for instance, the PM of the project if a very important issue stayed more than 1 day without being tackled. For us and our customers, such customizations made the life a lot more easier.
There are alternatives to this plugin so feel free to experiment a bit.
Not really with OOTB Jira. (Guess the previous assignee also should know that the issue has gone of from his/her responsiblity).

But in our current environment the "first" current assignee is a internal group addresse. This means that everybody in the team will receive an email that the item has been taken from somebody. Which is a bit anoying.

We have the same situation and our solution is to change the email of the group user to an email which goes directly into the bin and create a subscription for each member for new assigned issues for this user, so there will be an email generated if the group user gets an issue assigned.
