I don't get email notifications.
I assigned a ticket to the developer and commented, he received the email but when he commented back I didn't receive any email neither did I receive the email for the assignment of the ticket.

You might want to check the used notification scheme of the project.
You will find the relevant information on this at Creating a notification scheme. If you are on Jira Server choose the right version in the upper right corner.
