- I would like to know if is possible to modify jira java libraries from the point of view of legality.

atlassian-jira\WEB-INF\lib\atlassian-mail-5.0.0.jar

- I would like to know if there is any type of legal problem when modifying these libraries. We have: - Jira Software 8.2.2(without license) - Jira Core 8.2.2 (deprecated license)

Sounds like you are already outside the legal use of the tool according to the licenses. Modifying the code usually means that Atlassian Support won't help you. But then you weren't going to get help with expired licenses anyway, so :shrug:
