E-mail Address as User Name in CSV Import

I am attempting to use the CSV Import Tool to import Rally tickets into JIRA.  When exporting data from Rally, the attachments for tickets are included as a URL pointing back to the Rally server.  I have attempted to add log in information as username:password@ to the attachment URL and run through the CSV import.  However, I get an error message of an invalid port number.  I'm assuming this is because the username is my e-mail address and is reading the password as a port number.  I have been informed by CA that I cannot change the username to a value that is not in an e-mail address format.  Is anyone aware of a way to use the CSV import to login to a server with the username in an e-mail address format?
