Draft bugs should not be visible to other users in Jira Cloud. The reporter should have an option to delete draft bugs. Alternatively, Jira Cloud should not support draft bugs at all and allow bug creation only upon submission.
An for deletion, in the permission scheme this is most likely set to the admin role only, you might want to add a group of user to this permission in the scheme

In a mean time, a private space called myDrafts could be used as a workaround but of course it's troublesome if you have different work item field types.
