Don’t add rel="nofollow" for (some) links

Is it possible (and if so, how) to whitelist some domains (like in Discourse) to not get the `rel="nofollow"` attribute‐value added to links pointing to them? Or even just turn off `rel="nofollow"` entirely?

Not without hacking the core of Jira, you'd need to remove it from the code that is generating the links.
